EngenderHealth-Ethiopia is currently planning to implement REACH (Reach, Expand and Access Community Health) project, an integrated SRHR/MHM, and WaSH intervention in Jimma and Borana zones of Oromia Region. The REACH project will be implemented by a consortium of EngenderHealth, Amref Health Africa and DKT. EngenderHealth would like to employee well qualified and dedicated candidates as Clinical Advisor at the duty station of Addis Ababa for its project which aims to fulfill SRHR/MHM, WaSH and Nutritional needs of Women and young people in Borana and Jimma zones.This will be a local hire position with an anticipated start date as soon as possible, qualified women applicants are highly encouraged to apply. 

JOB SUMMARY

The Clinical Advisor under the supervision of the Project Director will provide clinical assistance and guidance for the delivery of comprehensive family planning (FP), comprehensive abortion care (CAC), Antenatal care, skilled delivery, post-natal care and other sexual reproductive health/SRH services for REACH project supported by the consortium partners. The clinical advisor in consultation with senior clinical advisor serves as a lead person in overseeing the clinical activities and building staff capacity in clinical updates and procedures/techniques. S/he provides clinical coaching support for field level program staff, trainers and supported public and private health facilities service providers to ensure availability and sustained provision of family planning, comprehensive abortion care, Antenatal care, skilled delivery, post-natal care and other related SRH services.  S/he ensures clinical quality by providing technical guidance and oversight for the establishment and functioning of sound quality improvement (QI) systems and approaches in support of the MOH effort. S/he will ensure that all EngenderHealth programs/projects (particularly REACH projects) clinical activities are evidence based, result oriented and gender sensitive. S/he will identify, document, synthesize, disseminate, and integrate lessons learned and best practices in SRH services delivery. He will ensure the FP programs in RH project is given based on client rights, and choices.

The clinical advisor will serve as clinical focal person for REACH project SRH clinical services (Family planning, comprehensive abortion care, ANC, Skilled delivery, post-natal care) delivered by health facilities, mainly private health facilities, and ensure such services are fully institutionalized and sustainably provided at supported health facilities.

ESSENTIAL FUNCTIONS

  • Provide all required technical assistance for the clinical components of EngenderHealth supported/implemented program/projects for initiating, improving, or expanding quality clinic-based and non-clinical FP, CAC, ANC, skilled delivery, PNC, and other SRH services and ensure the implementation of these activities in accordance with applicable national, international and EngenderHealth policy guidelines, protocols, and technical standards.
  • In consultation with the project director, Sr. Clinical advisor, and the guidance from EH’s Global and Technical Leadership (GTL) team, lead the effective implementation of EngenderHealth’s clinical standards and practice including clinical quality improvement frameworks, approaches, and tools such as ensuring clinical quality and facilitative supervision for QI.
  • Periodically update EngenderHealth program staffs, MOH counterparts and implementing partners on best clinical practices and the state-of-the art technology related to quality of care (QOC), FP, CAC, ANC, skilled delivery, PNC and other SRHR services.
  • Provide technical assistance in updating and developing training materials, technical/clinical guidelines/standards, and other technical works in consultation with the technical team, directors and EH’s Global & Technical Leadership (GTL) team.
  • Serve as trainer and provide technical assistance in coordinating Clinical Care (including mobile/outreach) and clinical quality related training activities appropriate to the needs of the country and /or EngenderHealth supported program/projects.
  • Provide technical assistance and coach/mentor health service providers on Long Acting and Permanent Contraceptives (LARC/PM), Postpartum FP (with focus on PPIUD), Comprehensive Abortion Care/CAC (including second trimester abortion care), ANC, skilled delivery, PNC, and other SRH areas to enhance competency and performance of providers. 
  • Working closely with the other technical advisors and MOH counterparts to ensure consistent application and institutionalization of clinical SRH service delivery standards, protocols, and guidelines to ensure clinical quality. 
  • Provide technical assistance and guidance to field-based program team to institutionalize quality LARC/PM, CAC, ANC, skilled delivery, PNC, and other SRH services at selected health centers and private clinics/hospital.
  • Participate in introduction of new technology and procedures consistent with EngenderHealth and MOH medical and program policies.
  • Conduct periodic quality assessment and ensure the regular and timely implementation of ongoing program compliance monitoring using appropriate tools/ checklists to reinforce clinical standards and QOC.
  • Assist in service integration particularly in integrating FP with CAC, MCH and HIV service in a client centered and gender-sensitive manner.
  • Draw up annual, quarterly, and monthly plan and produce and submit monthly update and quarterly report to the project director.
  • Synthesize data, properly document, and disseminate lessons learned and best practices on EngenderHealth’s experience in improving quality of clinical services for FP, CAC, ANC, skilled delivery, PNC, and other SRH services.
  • Undertake other essential tasks as required by the project director and/or senior clinical advisor.
  • Travel to and work in the focus geographic areas up to 70% the time. 

Job Requirements

  • MD degree in Medicine; preferably with training on comprehensive emergency obstetric care (CEOC) or MSc in Integrated Emergency Surgery.
  • Minimum of eight (8+) years clinical service delivery experience in FP, CAC, ANC, skilled delivery, PNC, and related SRH with at least 3 years’ clinical experience in LARC/PM (implants, IUCD/PPIUCD, tubal ligation and vasectomy), emergency C/S, and safe abortion care services provision.
  • Experience in training and coaching/mentoring service providers, clinical supervision and quality assurance of FP, CAC ANC, skilled delivery, PNC, and other SRH service. 
  • Experience and understanding of FDRE MOH structure, strategic documents, and health service delivery system.
  • Experience in Quality-of-care implementation government facilitate, clinical auditing, Quality planning and interventions

ESSENTIAL SOFT SKILLS

  • Outstanding ability to interact with providers, experts and collaborators across multiple disciplines, program areas, and cultures with exceptional ability to mentor and support teams.
  • Fluency in written and oral English with ability to articulate and presents ideas, opinions, and information in a clear, concise, structured, and convincing manner for the intended audience.
  • Computer literate, with knowledge of Windows applications, including Excel spreadsheets.

PREFERRED SKILLS, ABILITIES AND FUNCTIONS 

  • Good accountancy and report writing skills.
  • Good knowledge and skill of LARC/PM (implants, IUCD/PPIUCD, tubal ligation and     vasectomy), emergency C/S, and safe abortion care services including second trimester abortion, Catchment based clinical mentorship and Supportive Supervision. 
  • Exceptional analytical skills, interpersonal, teamwork, and partnering skills.
