Job Description

About You:

1.       JOB SUMMARY

 Working with and reporting to the Programs Manager, the Public Facilities will be responsible for the planning, organizing, coordinating, and controlling the public facilities operation and public facilities sites in the Program- Office. This role will work closely with MSIE Program Manager and private health sector support officer, mobile outreach team, quality, and training officer, support office channel leads, and other key government and private stakeholders to ensure the attainment of both public facilities and project objectives. 

This role has a focus on ensuring that the two project deliverables are met on time, that manufacturing industries’ outputs are of a high standard, and meet the demands of internal and external stakeholders are used to improve women’s employee health and women empowerment at large.  He/she is tasked with providing technical support to the government public facilities including quality assurance t clinical mentorship, coaching, and performance management of the channel performance.  He/she is also responsible for the timely preparation and submission of monthly performance reports to the Programs Manager.  

2.      DUTIES/TASKS

 2.1 Public Facilities Program Implementation

  • Ensures that the public facilities programme is implemented according to the approved donor agreements and government/MSI program standards;
  • Performs quarterly performance reviews of the public facilities activities;
  • Prepares annual plan of operation of the public facilities activity based on the operational plan and relevant project document;
  • Distribute commodities and medical supplies as per the identified need;
  • Coordinates or facilitates training of public facilities providers identified in the Area Programs Office;

2.2 Clinical Quality Assurance

  • Ensures public facilities offer client-centered counseling, a range of family planning methods that include LARC
  • Conducts clinical Quality Internal Audits /QIA/ at each supported health center/Hospital as per MSI /government guidelines and using the global standard checklist
  • Reports the QIA result to the area senior quality and training officer and area program manager and updates status of individual clinic level action plans and properly documents both at the area and clinic level
  • Makes sure that the supported facilities are adhering to the MoH/MSI Policies & Guidelines around MOH/MSI Pain Management Policy & Guidelines, MoH/MSI Infection Prevention Policy & Guidelines, MOH/MSI Medical Emergency Management Guidelines
  • Ensures that service providers in the supported facilities clearly understood, and adhere to MoH/MSI’s Incident Management process and track the incident reports and follow-up actions
  • Conduct annual competency assessment of the service provider(s) at the supported clinics for every service he/she provides
  • Ensures all supported facilities get and complete competency-based assessment and training program aligned with MoH/MSI clinical standards at the start of public facilities engagement
  • Coordinates or facilitates training of public facility providers identified in the Area Programs Office;
  • Makes an on-time report for the clinical incident that happened in the supported public facilities as per the MoH/MSI guideline.
  • Conducts on-the-job training or clinical update based on identified needs
  • Tracks and facilitates the trained public facility staff to be certified as competent to offer all FP services.

 2.3 Work Program Implementation

  • Regularly follow up the performances of the public facilities sites to ensure all public facilities activities are implemented according to plan.
  • Provide technical and administrative assistance based on observed gaps and whenever needed for all public facilities-related interventions.
  • Provide input for the public facilities project implementation plan preparation.
  • Actively participate in any research/assessment related to public facilities project (e.g. gender analysis).
  • Follow-up the formal referral linkages of employees to the nearby BlueStar Clinic, MSIE center, or another public health facility, for SRH services they cannot obtain from company-owned clinics/hospitals. 
  • Organized public facilities site level demand generation campaigns and activities to increase uptake of SRH services by women and girls
  • Follow-up the presence of active peer-group education session/discussion at each FFW site.
  • Identify and implement innovative ways of SRH information dissemination in the workplaces of public facilities sites.
  • Provide timely response, feedback, and report to the program area manager and support office relevant to project implementations.
  • Implement monitoring and evaluation activities for public facilities projects and contribute accurate information gathering as well as appropriate documentation.
  • Collect periodic activity reports and timely submit them to the area program manager and public facilities manager at the support office.
  • Ensure public facilities project is implemented as per donor agreement and MSIE program standard.
  • Ensure the ownership and sustainability of public facilities initiatives by public facilities site management.

 2.4 Other related responsibilities 

  • Participates in-service target setting and activity planning;
  • Conduct regular supportive supervision;
  • Support the public facilities and public facilities sites in demand creation activities
  • Support   the public facilities and public facilities sites in stock management
  • Provides technical support to the sites under the MSIE agreement;
  • Evaluates the progress of performance against set targets and key performance indicators (KPIs),
  • Develops and periodically reviews the support agreement if implemented as per the agreement;
  • Assess and timely document and disseminate best practices and /or lessons learned from the sites
  • Prepares and submits annual and monthly project performance reports in line with MSI requirements;
  • Ensure effective partnership with all stakeholders and proactively engage in organizing forums with partners to ensure ownership. 
  • Organize/facilitate training and other capacity-building activities at the local level to facilitate project implementation.
  • Organize local level awareness-raising and experience-sharing events to scale up the replication of best practices and improve project performance by exploring every workplace opportunity.
  • Carry out other similar activities as assigned by his/her line manager;

  • BSc/Diploma in Nursing

Experience

  •        Two Years’ experience as a junior nurse
