Aim of the project

Performance Based Financing (PBF) differs from classical health financing which relies on input financing for its activities that are not linked to any results produced by the health facility. In a supply side PBF health system strengthening approach, the financing of the health facility is linked with its performance. PBF creates a strong motivator for actors to perform better, improve health information systems and provide quality services. Currently Ministry of Health jointly with Cordaid Ethiopia is on the process of initiating pilot PBF project in three regions to look into the applicability of the program in Ethiopia.

Purpose of the position

The PBF Finance Expert will be seconded at MOH and will execute the financial management issues of PBF ensuring all submitted invoices are paid on time in compliance to PFM regulations and PBF guidelines detailed in the Project Implementation Manual.

Key Responsibilities and Tasks 

Key Result AreaResponsibilities and Accountability
Project Budgets  Develop project and activity budgets in line with MoH financial management guidelines and compliant to EKN requirements.Monitor the revision of programme budgets and coordinate any proposed revisions.Supports cost extension requests and provides technical advice and input on implementation, close out procedures.
Budget ControlWork on the cash flow management and ensures to follow the internal control regulations.Prepare budget performance report which include reporting on the indicator’s performance, financial analysis per indicator, per clinic and subsidy utilization.
Quality Review and PaymentsReview the consolidated invoices and supporting documents submitted by the regions.Conduct reconciliation of payments and submit a trend analysis report of the payments for review and planning purpose.
Finance Management and Budget MonitoringConsolidate and review the budgeted versus actual expenditure reports and ensure adherence to restrictions online item expenditure.Ensure that all identified discrepancies and/or ineligible expenditures and/ or misallocation and/or payment of unauthorized amounts are clarified timely addressed. 
Financial & Project ImplementationConduct budget analysis and submits financial reports of the project.Facilitate the use and submission of monthly, quarterly workplans and budget forecast.Review the donor and management comments or feedback, addresses to meet the reporting standards.Asses and action on the financial management reviews and submits recommendations.
Improved Programme BudgetsIdentifies bottlenecks in the budgets and operational activities of the programme and advice on financial improvements and adherence to the financial rules and regulations.Provide technical advice, including indicator costing and subsides projection and operational guidance on innovative approaches to project financing, risk identification, analysis, mitigation, monitoring and use of financing structures.
Administrative Oversight and ManagementProvide technical and administrative support to PBF regional offices regarding the finance and administrative activities by conducting supportive supervision
Compliance ProceduresPrepare, reviews and maintain a programme report tracking system to ensure that all reporting deadlines are met and that all the necessary compliances are met. 
AuditSupport audit preparation and ensure that relevant information is transmitted timely.

Attend to other duties as directed and instructed by the line manager 

Job Requirements

Qualifications and experience required 

§  University study, preferably in accounting, finance, management.

§  At least 5 years’ experience in project financial management support.

§  Knowledge of health economics highly preferred,

§  Ability to present complex information in a compelling manner.

§  Ability to pay attention to detail.

§  Advanced Excel knowledge required.

§  Able to assure confidentiality.

§  Ability to work effectively with diverse groups of people; and

§  Knowledge working with databases preferred.
