1. Job Title: Team Leader – FCDO Ethiopia FREE Programme

Position Overview: We are currently seeking a Team Leader for the FCDO Freedoms, Reforms and Elections in Ethiopia (FREE) Programme. This leadership position is based in Addis Ababa, Ethiopia and is contingent upon the award of the programme.

Key Responsibilities:

  • Provide overarching leadership to the programme, ensuring alignment and synergy across all components to achieve the objectives.
  • Manage a diverse team of Ethiopian and international professionals, ensuring cohesive teamwork and strategic focus.
  • Lead high-level discussions and negotiations with FCDO and the Ethiopian government on contract and other sensitive matters.
  • Oversee the development and implementation of adaptive programme strategies aligned with donor and government priorities.
  • Manage relationships with key Ethiopian Government ministries, civil society organizations, and other relevant stakeholders.
  • Ensure the implementation of robust monitoring, evaluation, and learning frameworks.
  • Oversee the selection and management of grantees, focusing on capacity building.
  • Ensure compliance with safeguarding procedures across the programme.
  • Optimize the programme’s value for money while ensuring high standards of technical and operational performance.

Qualifications and Experience:

  • A minimum of 15 years of relevant experience in leading governance programmes, particularly in Ethiopia or other African countries.
  • Strong leadership skills, with a proven ability to manage large, complex programmes and diverse teams.
  • Extensive experience with donor-funded governance programmes, with FCDO experience preferred.
  • Expertise in adaptive management of public sector governance and democratic reforms.
  • Experience in managing high-level relationships with government, civil society, and media.
  • Bachelor’s degree required; a Master’s, Ph.D., or equivalent in a relevant field preferred.
  • Fluency in English is required.

2. Job Title: National Officer – Camp Coordination and Camp Management (CCCM) Subnational Cluster Coordinator

Organization: International Organization for Migration (IOM)

Position Overview: The National Officer for CCCM will be responsible for supporting and coordinating responses for internally displaced persons (IDPs) in the Tigray region, under the supervision of IOM’s Head of Preparedness and Response Unit and the Head of Sub Office in Mekelle.

Key Responsibilities:

  • Coordinate with government authorities to provide support for IDP responses in Tigray.
  • Organize and update the CCCM Cluster calendar and facilitate effective collaboration between members.
  • Provide technical support for implementing standardized CCCM responses.
  • Assist in conducting needs assessments and gap analyses.
  • Deliver CCCM training for cluster members and relevant authorities.
  • Manage logistical aspects of capacity development initiatives, such as organizing venues and participants.
  • Provide timely reporting on CCCM-related activities and projects.
  • Contribute to the development of a standardized information management system within the cluster.

Qualifications and Experience:

  • Bachelor’s degree in Social Sciences, International Relations, or related fields with five years of relevant experience, or Master’s degree with three years of experience.
  • Proven experience working with government authorities, UN agencies, NGOs, and humanitarian organizations in a multi-cultural environment.
  • Experience in cluster coordination and program management is required.
  • Fluency in English is required, with knowledge of Tigrinya and Amharic being advantageous.

3. Job Title: Project Associate – CCCM Subnational Cluster Coordination

Working closely with governmental, intergovernmental, and non-governmental partners, IOM is dedicated to promoting humane and orderly migration for the benefit of all. Position Overview: Under the overall supervision of the National CCCM Cluster Coordinator and the direct supervision of the Subnational CCCM Cluster Coordinator, the Project Associate will play a pivotal role in supporting IOM’s efforts to improve the living conditions of crisis-affected populations in Shire, Tigray. The successful candidate will facilitate effective coordination, information management, capacity building for government authorities and stakeholders, and advocate for sustainable solutions for affected populations.

Key Responsibilities:

  1. Assist in implementing and monitoring project activities related to CCCM coordination.
  2. Compile, analyze, and present relevant project information and data.
  3. Monitor project budgets, ensure fund availability, obtain necessary approvals, and update budget-related information.
  4. Serve as the administrative focal point for project coordination, working with various internal units and external parties.
  5. Draft reports, including identifying project delivery gaps and recommending corrective actions.
  6. Prepare and update correspondence, reports, presentations, and other forms of project documentation.
  7. Handle complex information requests, maintain project records, and organize meetings, workshops, and training sessions.
  8. Support coordination efforts with local authorities, UN agencies, NGOs, donors, and other stakeholders.
  9. Monitor implementing partners’ work and report any non-compliance to supervisors.
  10. Provide guidance and training to junior staff.
  11. Support subnational cluster coordination activities.
  12. Facilitate information flow among partners and stakeholders.
  13. Perform other duties as assigned.

Qualifications and Requirements:

Education:

  • High School diploma with five years of relevant experience; or
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with three years of relevant professional experience.

Experience:

  • Experience working with governmental authorities, international institutions, UN agencies, and NGOs.
  • Previous experience with migrants, refugees, internally displaced persons, and vulnerable groups.
  • Experience in international humanitarian settings is an advantage.

Languages:

  • Required: Fluency in English.
  • Desirable: Working knowledge of Tigrinya and Amharic.
